Theophilus Parsons was a leading lawyer of the area and a jurist. You can read a short biography on him here.

Theophilus was a mentor to John Quincy Adams when he was studying law in Newburyport in the late 1780's.

This short biography from Bartleby.com states that he was one of the leading lawyers of New England, a member of the Essex Junto, a delegate to the constitutional convention of 1780 and chief justice of Massachusetts starting from 1806.
