First commission issued by President Washington to an officer afloat. Issued to Captain Hopley Yeaton, master of a revenue cutter. The Continental Navy had been disbanded and the sole maritime defense was the Revenue Cutter Service, now the Coast Guard. Yeaton's commission is dated 21 March 1791 and signed by both Washington and Jefferson.

Yeaton was assigned to the Cutter SCAMMEL stationed out of Portsmouth, NH. He served as a Lieutenant in the Continental Navy aboard the Frigates Raleigh and Deane. There is a book written on him: HIS WINDOW ON THE WORLD: THE PISCATAQUA AND THE DAYS OF HOPLEY YEATON by DiFrancesco, Barbara L.
